
The final report of the first session of Petroleum Ukraine.Warsaw`25 will be the report of Professor Karl Rose “EU Energy Transition: A Narrow Path Between Ambition and Harsh Reality”. This is stated on the conference website.
“I will reflect on the specific challenges facing Ukraine and focus on the energy security of Ukraine and the EU,” said Mr. Rose.
In his report the well-known strategist will tell how adequate various energy initiatives of the European Union have proven to be over time. In particular, he will talk about the dependence of the European renewable energy sector on China, the real pace and challenges of the course of electromobilization in Europe, the associated threats and consequences for the energy security of the continent.
As noted by the director of “A-95” Consulting Group and the moderator of the conference Serhiy Kuyun, the analysis of real cases on the implementation of EU energy initiatives is especially important for Ukraine today. “Within the framework of the implementation of European norms, Ukraine is engraining various draft laws on the regulation of the energy market and the oil products market in particular. However, even at the preparation stage it becomes clear that many initiatives do not meet the current goals of a country waging a major war and some bring tangible harm. Meanwhile, experts of the scale of Professor Rose are already directly saying that some European regulations have turned out to be unworthy even for a peaceful Europe,” –
For example, according to him, the time and effort spent on implementing the law about adding bioethanol and minimum reserves of oil and petroleum products are clearly inadequate for the benefits these projects bring to the country. And the tax incentive for the import of electric vehicles generally washes hundreds of millions out of the state budget every month, the main task of which today is financing the Defense Forces.
Since 2025 Karl Rose has been a member of the Unimot Strategic Advisory Board. The professor is a recognized expert in corporate strategy, energy transition and risk management, with more than 35 years of experience in the global fuel and energy sector. He was with Royal Dutch Shell for more than 25 years, where as the group’s chief strategist, he was responsible for the development of long-term strategy, investment risk analysis and project portfolio management.
In 2010-2017, he served as Senior Director for Energy Policy and Scenarios at the World Energy Council, leading a team of international experts and developing strategies for global sector leaders. Then, as Strategy Advisor of Abu Dhabi National Oil Company (ADNOC) (2017-2022), he was also responsible for the development of new energy technologies, including hydrogen, low-carbon fuels and renewables, and oversaw investments of more than $40 billion.
Since 2010, he has been teaching strategic management and applied business economics at the Karl Franzens University of Graz, Austria. He is chairperson of the supervisory board of Energie Steiermark AG and was a member of the supervisory board of OMV AG until 2024, where he headed the portfolio and strategic projects committee.
