
The session program of the international conference Petroleum Ukraine. Warsaw 2026 is fully formed and will be one of the most eventful in the history of “A-95” Consulting Group. This was announced by the moderator of the conference, Director of “A-95” Serhiy Kuyun.
A move from the trump cards
The first session will be devoted to the consequences of the “Hormuz” crisis for the European fuel market. The general picture will be presented by Alexander Bressers, Senior Analyst in the Oil Market of the International Energy Agency. He also separately focuses on the systems of oil and petroleum products reserves, which is very relevant for Ukraine.
Next, Benedict George, the editor of Argus European Products, will take up the topic. His lens is on the reaction of prices in Europe to the crisis compared to other regions of the world.
OPIS analyst Jamie Linares, who is already known to the audience of the Warsaw forum, will focus on the impact of the crisis on oil refining in the US and Europe and the energy transition process.
The first session block will be concluded by Nadiya Artemenkova from Bulmarket, who will talk about changes in the LPG market in the Mediterranean and the Black Sea region.
“International sessions at Petroleum Ukraine are always busy and interesting, but this year it will be a real analytical storm,” says “A-95” analyst Artem Kuyun, who is moderating the session.

The second session of the conference will be opened by a conversation with the head of the State Tax Service of Ukraine, Lesya Karnaukh. Last year showed a significant strengthening of tax discipline of fuel market participants, which is a guarantee of improving the quality of competition and investment attractiveness of the sector. At the request of the organizers, Lesya Karnaukh set aside time to communicate with the participants of the Warsaw conference in the tight schedule of her foreign business trip.

“During last year’s Warsaw conference, on May 17, the Russians bombed the Kremenchuk refinery, and this, as it turned out, was only the beginning of a truly difficult year that continues to this day,” says Serhiy Kuyun. – The blockade of Constanta and the change in logistics in the fall, abnormal frosts and attacks in the winter, a vertical rise in prices in the spring and furious shelling of the industry infrastructure…
Not a boring official
All speakers of the third session will participate in Petroleum Ukraine for the first time. On the sidelines of the conference, the new specialized Deputy Minister of Energy of Ukraine, Hanna Ligun, will make her debut with a speech about the priority areas of the department’s work on the development and protection of the petroleum products market. The new composition of the Ministry of Energy has already been tempered by the sad winter and spring of this year, so there is something to talk about. Real miracles have been demonstrated over the past year by Ukrzaliznytsia, which set historical records for processing petroleum products in the fall. The direct supervisor of the line, Valery Tkachev from the Department of Transportation Technology and Commercial Work of the railway operator, was unable to join Petroleum Ukraine in December, but promised to catch up in Warsaw.
There he will be joined by colleagues from the Polish business of Ukrainian Railways – UZ Cargo Poland. People-heroes work on the southern energy borders (however, as on many other Ukrainian borders). One of them is Dmytro Dimchoglo, co-founder of the river port “Orlivka”. We are all working towards victory, and some are already preparing to help rebuild Ukraine. Among them there is Poland and the state-owned Polish Development Bank. They say that few people “live” until the last session. But we are sure, not this time! After all, we have prepared something special for the end. UNIMOT, UKRNAFTA, ORLEN. Who will better summarize the largest fuel forum in at least Eastern Europe? (Maybe all of it, by the way).

Today, Ukrnafta is one of the largest players in the fuel market, which has a diversified supply system, although the company gives absolute priority to cooperation with ORLEN. The partners are implementing several strategic projects, in particular, for the second year in a row they are supplying record volumes of Arctic diesel, which was vital last winter. We are waiting for Mr. Voitenko to talk about this and a bunch of other Ukrnafta projects in his speech!
Who has the last word? On the contrary to all traditions, this word belongs to the hosts of the holiday! For ORLEN! At the request of the organizers, this time the speaker from the Polish giant will be a practitioner. The one who participated in increasing supplies to Ukraine by 1 million tons from 2023 to 2025. Up to 2.4 million tons of petroleum products – volumes that were
